If the child has not been circumcised it is natural for the foreskin to still be attached to the glans in other words it doesnt slip back from the tip of the penis. However during the first 12 months it should gradually become more retractable until it is fully retractable by the age of three or four. Never force the foreskin back because it can cause damage. Any scar tissue which foams may result in adhesions which will make subsequent retraction very difficult. Urine should emerge in a strong stream and not dribble, even in a very young child. See a doctor if it does dribble out, or if the tip of the penis balloons when urine is passed. they should be contained in the scrotum at birth or not later than six weeks afterwards (258).
