Manufacturers are often able to evade the scrutinizing eye of observers by hiring home workers, a practice that’s illegal in some U.S. states. Jobbers give women bundles of cut fabric to sew at home; thus workers must take care of the costs of doing business on their ownrent, electricity, commercial sewing machine (which can cost anywhere from $500 to $3,000). It may seem like an ideal setup for some, especially working mothers who then can stay home with their children. Eighty percent of the women’s clothing produced in Chile is made in home-work shops, as is 30 percent in Mexico and 55 percent in Argentina. Labor problems often go unreported because many workers have no one to turn to for help. In California, a majority of workers have no representation. Very few, if any, garment shops in southern California are unionized, says Joe Rodriguez of GCASC. He blames it on the contractorslack of power. This is the only industry that I know of where the contractor does not set the price, he says. If you need a plumbing contractor in your house, they tell you, you do not tell them what they are going to be paid. It’s just the opposite in this industry. When there’s even a hint of union or unionized attempt, the manufacturer or retailer just does not give him any work, so there is absolutely never going to be any unionization out herethe union realizes that there’s no point trying to unionize that shop because there’ll be no work in that shop. In other countries, many workers do not even realize that they have rights.
